What does 'Character Arbitration' mean in Baldur's Gate?

in Baldur's Gate II: Enhanced Edition
I found out that it exists when I was altering my assigned hot keys. I've pressed the button that belonged to it and it did nothing, (my google searches came up with nothing also).

    It's a multiplayer thing. If you're not playing multiplayer, it does nothing.
