Yes, there is flesh to stone. I forget if you can find wizard scrolls for it in BG1 or not though. You can buy the priest version from any temple and cast if from the scroll.
I think single class mages can hit level 5 spells before going into Siege of Dragonspear.

Wizard scrolls of level greater than 5 are unavailable in BG1, and only some of the level 5 scrolls are available. Flesh to Stone is level 6.
The counterpart Stone to Flesh is not available in its level 6 arcane form, but temples sell plenty of scrolls that anyone can use, and there are a number of petrified people you can restore with them.

Specialist mage, level 9: 5/4/4/3/2 slots. 5 level 1 spells per day, 2 level 5 spells per day, and so on.
