free up level 9 spells slots

in Feature Requests
it is not possible to install more than 3 level 9 spells. Almost all slots are used for creature spells, or animations, or special abilities, or others. You could redistribute these spells into the other spell levels, for example 20 on each level. This would not prevent the installation of spells from level 1 to 8 and it would free up space to install level 9 spells.

    Redistributing spells at this point would break a lot of mods and is a massive change, without any reason to do so.
