For examples: If I got lv15 mage and 2 lower resistance spell prepared in my mage spell books then if I casted them on the same enemy. Do they get -50 percent magic resistance?

Yes, multiple instances of Lower Resistance stack with each other and add their resistance reduction. A common tactic at high levels is to load up a Spell Trigger with several instances to make a magic-resistant boss vulnerable.

U haven't answered me at that last question about multiplayers mode lol. How do I grant other players access to answer dialogues if I am host leader in my server?

On the character arbitration screen click on the cogwheels (underneath "Rules") - needs to be done separately for each player.
