ka'rashur's scepter gem doesnt drop

in Baldur's Gate II: Enhanced Edition
I killed tahazaar and took his gem and bring his heart to Ka'rashur. After that i read in the wiki said Ka'rashur has the second gem also so I killed him too but he didn't drop the scepter gem. He only drops his heart, is this a bug? Is there no way to get into lv4 of watcher keep? I already had second scepter gems from the demon has the deck of many things. Now i just need the last game from Ka'rashur

    When you handed over the heart, Ka'rashur gave you the gem. He didn't drop it because you already have it.

    I think once you collect all 3 gems + the scepter then they will automatically fuse together, do you have the completed rod somewhere in your inventory?
