Bug: HOTU - Commoners turn hostile, Deekin attacks and kills them.

Location, small Waterdeep area outdoor first time entered area where duergar were hostile. No idea how this happened (this isn't Baldur's Gate). Restarted from save just before this. Did not repeat but might want to check factions.
