See this thread over on the vault. If you are on windows there is an old (1.69/Diamond) offline version of the Lexicon in the form of a Windows chm file to keep you going as long as you don't need to know about the EE only functions.

And it's still down. Should really be moved elsewhere as I believe they are having difficulty finding the domain owner.

The online lexicon is currently available here, as mentioned in the Vault thread.

I sincerely hope they fix the domain issue, though, because currently countless reference links are broken.
