Bug reporting guide?

Forums are flooding. I'm not sure where the developers are looking for reports. I haven't mailed anything. Should I? And even if I did, should one always include ones computer specs, or just in specific cases, for example when it's graphical glitches or crashes? Some things just seem to be universal, like problem with thac0 calculations, or with charisma adjustment reactions, but who knows?

How can I as a player help the developers to fix things more smoothly? Some sort of guide should be stickied.
