Restore single spell or spell level

Is there a console command or script that can restore single spell,or spell from one spell level without full rest ?

Im looking to write a script that can restore spell in exchange for self damage.

    You could use a custom scroll to do that but that will involve scripting. I'm just getting over a summer virus, so please don't ask me.
