Game briefly freezes when other players enter the zone

I enjoy playing on various 24/7 persistent world multiplayer servers, but it's difficult for me to play in high-traffic areas because any time another player enters the zone, my game hitches up for several seconds as they load in. I kind of just accepted it as "ah well, I'm playing on a heavily modded server, so I bet everyone has this issue" -- until I asked on their discord "Hey, anyone else have this issue?" and showed them the following recording:



(No sound to save on file size, and I closed the chat/kept myself turned away from other folks to give them their privacy. Game freezes twice at about 15 seconds in.)

As you can see, I can still move my mouse, and I can still give commands while it's frozen (clicking/WASD to move, typing in chat, etc.) but I don't see the results until the freeze ends. The music and ambient noise does not freeze, but sounds like combat, spellcasting, etc. are not audible until the freeze ends.

Everyone else said that tiny little freezes (half a second or less) can sometimes happen when another player enters the area, but nothing this bad. They suggested I come to the Beamdog forums for help, so... here I am!

My specs:
OS: Windows 10 64-Bit
CPU: Intel i7-8700 3.20GHz
GPU: Nvidia 1080 Ti
RAM: 32 GB
Drives: 500 GB SSD boot drive + 4TB HDD general storage drive
Internet Speed: 274 Mbps download / 223 Mbps upload

Things that I've tried to mitigate the issue:

- Lowering graphics quality to minimum
- Making sure NWN isn't being blocked by a firewall
- Closing other programs and checking to make nobody else on my WiFi network is hogging the internet
- Verifying the integrity of the game on Steam
- Completely reinstalling the game, including removing all mods, overrides, haks, etc. in the Documents > Neverwinter Nights folder
- Running the game as an administrator
- Installing on my SSD rather than my HDD
- Making sure no automatic backups (like OneDrive) aren't messing with my files
- Complete scan with CCleaner and MalwareBytes, both on my computer as a whole and on the game install folders specifically
- Updating graphics drivers
