A question about the multiclass xp penalty

Not sure why I don't know this after all these years but... If a human has two base classes at the same level (let's say Fighter 8 & Rogue 8) and has a third base class significantly lower (let's say Cleric 4), how does NWN decide if there's a penalty?
Normally a Human's highest class is considered favored and thus doesn't count for the penalty, but what if two classes are the same level? Does only one of them count as favored and a penalty exists because the other class at the same level and the one at lower level are too far apart? Or are both classes at the same level considered favored resulting in zero penalty?
