Bug - Can't progress, infinite screen fade and reset when trying to exit tenement of thugs

in Planescape: Torment: Enhanced Edition
Hi

When I try to exit the tenement of thugs, the screen fades as if it's going to fade into the next scene, then snaps back to full again and repeats forever. Occasionally i'll get my mouse control back for a split second inbetween. I can exit the way I came in but that doesn't help me progress in the game. How do I fix this?

    I tried C:MoveToArea("Alley of Lingering Sighs") but that doesn't work either
