Issue with cheats

I am hoping someone here can shed some light as to what I need to do to resolve an issue that just cropped up. I started my Baldurs game, well in progress not a new game, and I could not get the CLUA console to come up. I looked at the baldur.lua file and the debug line was missing. i thought that was odd but I added it back in and the console works now, however none of the ctrl+ keys work at all. This is a modded installation. The mods were installed manually and it is installed as the trilogy ( in case that matters).

Does anyone know how to the ctrl+ functionality back?
