Where to find RGB value of toolset skin/hair colours?

So, I think that toolset skin colours are loaded from a palette, specifically palette file pal_skin01.tga and pal_hair01.tgab ut, for the life of me, I cannot find the instructions that explain how to convert these values to RGB. Does anyone know the RGB values of the skin-hair tones?

    TGA files are picture/graphics files. Each pixel in a TGA file is defined by three 8-bit numbers for red, green and blue values.
    I'm not sure what the other file is for.
    What I'd probably do is to take the TGA file (after making a backup) and edit it with a compatible graphics editing program and try making small edits to see what effect that has on the skin colors. Having a backup means you can restore it if you totally screw it up.

    I use the Photoshop colour picker to obtain the RGB values from a point in a texture. It won't read TGA so I convert to PNG first with NWN Crunch. Other tools are available...

    Oh I see so it's an actual tint texture, not a mere rgb coloration. They're not flat values.
