Is there any way to make my Creatures "Smarter"?

My casters only cast one spell over and over when I've assigned them several spells. None of my creatures use their skills, even when I've given them lots of skill points. Some help would be great. Thanks

The way most module builders handle it is by giving each NPC a small number of each kind of spell so that they run out of the one spell quickly and then move on to a different spell.
