Mage's Specialisations

Is it possible to make it so that some of the current specialisations of mage are more useful? Maybe make it so that specialists are the only mages that can get access to their level 9 spells (and add in spells for Divination at higher levels). As it stands now many of the specialist schools are undesirable because compared to others their ability to access spells is very diminished.
