Game breaking bug in Chapter 9 Balthazar won't spawn

in Baldur's Gate II: Enhanced Edition
I'm in ToB chapter 9. I've killed all the Bhaalspawn except for Balthazar. I have met Elminster and completed the 4th challenge in the pocket plane. Saemon escorted me into the monastery but when I go inside it is completely empty. Did I miss something to trigger the fight with Balthazar? According to the BG2 wiki "When inside the monastery, you should prepare for battle before moving. When you start to go up the stairs, you will be instantly sent in front of Balthazar at his throne." That isn't happening.

Is there a console command to trigger the encounter with Balthazar?

If it matters, I have SCS, Anthology Tweaks and Ascension mod installed.
