COM+ registry detected system error (modding PST:EE)

When I try installing any single mod from the forums here for PST:EE. I get an error

The COM+ registry database detected a system error

The CMD prompt also says this is a non-stable version for all the mods when I try running any single mod's .exe file


I don't believe it's relevant but these .zips show the mods
