Armor Class calculation bug

Current behavior:
If a character's base AC is let's say 10, and equips a Splintmail Armor that has an AC of 4, due to the -4 AC bonus received for having a dexterity of 18, the actual AC will become AC 0.
Expected behavior:
The actual (calculated) AC should be AC 4 instead of AC 0.
In this example I used my level 1 Cavalier who has a dexterity of 18 and equipped a cheap armor with AC 4 that is available for all level 1 characters. This resulted in my AC being reduced to AC 0 which is overpowered and incorrect for a level 1 character, especially using only a Splintmail Armor and nothing else.
Correct me if I'm wrong here but as far as I remember this is how it was in the vanilla BG, and I believe this is the correct way.

Also here is a picture of @GhanMightyBarbarian's Shapeshifter with a similar AC bug:

THAC0 seems wrong for my characters, which also seems to match your screen shots.
