Cannot enter basement staircase in tutorial

I click on the staircase symbol of the staircase downwards below the staircase upwards in the very top left most corner, the whole party runs there, but they don't take the staircase!
They just stand there, not going down to the basement.

Choose not only the protagonist, but the whole party! 😉

Yes. That area transition has the "party required" flag, which means that your whole party needs to be together close to the point. "You must gather your party before venturing forth".

Also, those stairs down start inactive, and need to be activated by a script. Specifically, the cutscene in which Belt moves you back to the ground floor, after the "All right then. Enough lessons–time for the test." (But if you're seeing the staircase symbol the transition is active; I doubt this is your problem)
