Tyrants of the Moonsea - Stopped getting random encounters

Hello, I'm having an issue with Tyrants of the Moonsea. I've only been able to trigger one of the random encounters while traveling aboard ship (an attack by Marids?), and since then nothing. I have not been able to trigger the pirate bounty hunting quest or the encounter that gives the flawless sapphire.

Is there a way to fix this?
