Who was supposed to do the home perk tower?

There are a Dozen Perks missing from the home upgradeable list. I assume it was one of the devs laid off early prior to release. Won't try to guess why. I have put more than a half a dozen help tickets in with the parent company Aspyr. Without a single resolution. Again, is there help you can provide?
