Bandit Camp Blacktalon Elites and Hobgoblin Elites not going Hostile

in Baldur's Gate II: Enhanced Edition

I'm currently playing BGEET and have heard of the Issue where rhe Camp wouldn't go aggro, due to the Shout.BCS.
But my Situation is different, as half the Camp will go aggro mainly the Chill.
But half (BlackTalon Elites and Hobgoblin Elites) won't go aggro.

I tried changing out the shout.bcs and it didn't solve the issue, so I did weidu change log but still I'm lost on what's causing the issue.
