Rasaad is not in Coast Way Forest

Hello everyone.

I'm making progress in SoD but I have a problem, I can't find Rasaad where he should be. Yet I talked to him in chapter 7, he refused and I even did the quest with the necklace and the wolf which is done right after. I don't understand why he's disappeared. Is there any way of putting him in his place or directly in my team via the console, for example?
