    Possible, but difficult. Everyone will hate you and guards will spawn everywhere you go.

    Being a Villain with Good Publicity is much easier.

    i have beat the game 3-4 time already few year ago i was looking to beat again on evil mode

    There isn't an evil mode, but if you do enough bad things your reputation will drop to as low as it can go. When that happens, guards will spawn all over the place and make your life miserable.
