Weapon's special abilities

Is increase apr and haste the only way to increase the chances for a weapon to use its special ability for example

The Snow Maiden's Reaver +2 has

a2% chance target is turned to solid ice, instantly killing them.

there is no item spell or class that can increase this only say have extra chances if you increase your apr from 1 to 2? I know... Dont be greedy its op enough, just asking there are many items with % to do something

Hermetics

There's definitely better options for weapons in the game imo, but if you wanna change an item's effects you can go into nearinfinity and fiddle with the settings. It looks scary but it's actually not, just have to somewhat know what you're doing.

Im on tablet. I inported a second sword to duel wield was the best i could come up with. When i can access a computer i might just do that and change it from 2% to 10%. I thought it would be fun to also add a mechanic like 25% chance of dropping the sword (from being too cold when it activates. Ill have to see if i can exploit the broken weapon mechanic somehow. Thanks for the inspiration.
