DIALOG.TLK new entries not showing up in game - I am probably being stupid

I have created a new string, with a new reference using NI
I assign it to an item's name
It shows up in NI, no problems
DIALOG.TLK shows it was edited/saved at the correct datetime
But when I play the game, the description is now blank
What step have I missed out?

    Did you set the right flags for the string? At least the "Has text" flag should be set.
