What or are some modifications that eliminate the cast interval?

I expect the caster to cast spells consistently instead of at most once per round. I then changed the effect of Improved Alacrity to a cast speed increase of 90 (10 round). Next I want to use EE Keeper to add the Aura Cleansing effect with Target for Everyone, but it doesn't work — it only works on the character that has the effect.

Is there any other way to achieve the results I want?
