[UB] Pendant of Yemeth not starting

So I just started the new mod and there's suppose to be a dialogue with Ratbone to start this quest, but i'm not getting the dialogue option at all. I even went to train as a rogue, and i didnt kill the fop yet, but i still have no option to start this quest. what am i missing?

    oh i just looked it up, seems theres another ratbone? all the guides say he's against Mebbeth's hut but i don't see him at all...
