Why can't I dual class this Fighter to Mage?

My Human Fighter meets the stat requirements, with 18 Str and 18 Int. Any ideas why it won't give me dual class option?

And actually, I don't get the dual class button at all, let alone worrying about Mage?

    You don't get dual class option until you have levelled up to Level 2 in your initial class (fighter)

    So I'll have to wait until I have XP to level to 3? Or can I dual immediately after I've levelled to 2?

    U can dual immediately after attaining level 2. However, it's advisable to wait until level 3 (to get Mastery in 1 weapon), 6 (High Mastery) or 7 (High Mastery +1/2 attacks per round). 👈

    He won't be a fighter for long, that's the point (haha). Once he is a Mage he'll be ranged and throwing daggers, and they really hurt with that Str bonus.

    Actually, dual-classed Fighter/Mage (with active Fighter class) can use any weapons. Your preference to use throwing daggers (your stats suggest rather long composite bows for maximal ranged damage) made me smile, but it makes some sense. 😉
