    Fallout 1 then 2.

    Fallout 3, for starters. Getting a perk every level is overpowering. That being said, when I do a Big Gun build in FO3 I do take advantage of Size Matters + spending all skill points on Big Guns to get that skill up to nearly 100 in only 3 levels.
