won't let me export characters to heart of winter

in Icewind Dale: Enhanced Edition
i've complete icewind dale but it won't let me export characters to heart of winter. help.
i was able to save characters using export in icewind dale, but when i go to heart of winter there is no avenue for importing the characters. only lets me start the game with new characters.

    Hmm. I’ve actually never started a HoW-only game. Is it not like normally exporting and importing characters for a run? Typically the process is:
    1) start a new game and delete the stock characters
    2) create new character, but on charter creation screen, instead of selecting gender, portrait, etc., you go to ‘import’ near the bottom right. Then if offers you your saved character files, and you can import.

    Bear in mind that containers and everything in them will be lost. You might want to load up a late save and extract some key items from your containers, and export those characters for use. Note that high-grade magic weapons are your best ‘currency’.
