HotU Ch. 1 - Missing Encounters?

Good day! After a number of years, I'm replaying through the HotU campaign and have just finished crawling through the first level in chapter one. I imported a 13th level paladin that had just completed the SoU campaign. I've noticed that a number of encounters, very specifically: they're all dark elf mobs, were missing in this playthrough. I could be misremembering, but I was fairly certain that dark elf mobs had previously dropped a few items, such as a helm that grants a bonus to search, spot, and listen skills, Greenleaf leather armor, and a rapier that had an acid damaging effect, to name a couple. Am I mistaken here? As in these dark elf mobs with these drops never existed? Or, possibly, was the campaign really dumbed down for the character being under 15th level? If the mobs are supposed to exist, is there anything that I can do on my end to ensure that they appear?

Edit: Looking at the module in the toolset where I was remembering some of these, I've found a number of waypoints that look to be linked to where they used to spawn. One for a dark elf lookout and a few associates in that first room to the left, just inside the first floor entrance, for instance. I don't see any related creatures or encounters, however. I'm going to attempt to trigger a few of these with the console, but I'm going in pretty blind here. Any help would be greatly appreciated.

    One of the mods that I was using had added an appearance.2da file from 2003 into my override folder. That was causing issues with some of the newer models that the campaign was using. Deleting the file from my override folder and restarting the campaign has the encounters working normally.
