NWNEE: Steam workshop 16 mod limit

So i recently started a playthrough of the wailing death with graphical mods. I began notice certain mods not working. so i unsubbed-resubbed on workshop to make them work again then other mods would stop working. i did more testing and it seems that only the top 16 mods in the load list will load in the game. Is this a set limit? is there a way to get past this or is this a bug?
