[Bug] [Aielund Saga] Quests are broken.

An old Steam Discussion from 2020 points out that the Harbormaster quest or whatever is broken (Steam Discussion), and I guess whatever updates have been done to the game since 2020 have now made it so I can't even progress to the point in the Steam Discussion, as I can just infinitely pay Luther 200g for the information that Black Pete is the guy to talk to, before going to Black Pete and having Black Pete tell me to go away.
The quest log gets updated, there's no other step, but whatever variables that are supposed to get Black Pete to talk to me won't update. Why is this module in the game for download if it's still broken? I don't even want to try to progress the main quest if a simple quest like this is bugged.
