Q. about starting The Darkest Day quest

I cannot seem to be able to start the quest. I read that I am supposed to buy map from Paranoid Salesman @ Five Flagons Inn in Bridge District. Is this not correct? What floor is he on?

I installed multiple quest mods and have had no issue with the others.
