Where is the most profitable merchant?

I realize the item prices depend on your charisma, but do the merchant shops remain the same on each and every playthrough occasion? On my current game, Brokah (lower ward) will give 4500 coin pieces for the grimoire of pestilential thought. Other merchs will give 4000. Does that mean that if i start a new game the prices will be fixed the same way and Brokah will be the best dealer still?
Aslo, the description of the item says that the base price of the grimoire book is 5000 - is there supposed to be a merchant who will give me 5000 coins? Because there was not, not even in Curst. I am towards the end of the game.
