I think this is not the first bug report about NPCs spawning in strange places. I also had this, though other NPCs. I guess someone with more knowledge about the map internals can explain this; my suspicion is that one or two mods may create some miscalculation or something. Either way it may be helpful to note down which mods one has to installed. I found that I can not always re-create the problem and I often change mod and mod installation orders. I used to have tons of problems in the past, then I omitted some mods, and my problems went down to about 95% or so. Some mods may be buggy or partially buggy.
Oddest places I had were that NPCs suddenly showed up on Acifer's lighthouse. On top of it. Like NPCs from the Waterfall district and what not. Sooner or later I guess someone who knows the internals, can point out how the above situation happens. There must be a reason for this after all.
