Where is Jan?

in Baldur's Gate II: Enhanced Edition
I can't find the little begggar anywhere. He isn't anywhere in his house; Ma Janssen suggested he was selling stuff in the Government district. But I quartered the Government district thoroughly; he's not there either. I even checked the prison, but he wasn't incarcerated. Is there anywhere else he could be?

    He should be right at the southern end of the plaza/green space in the government district

    I have combed the area several times, both by day and by night; going over the place carefully. Nothing. Might be a bug.
