Trying to install Tweaks Anthology mod mid game

I'm on my first playthrough of BB: EE on this PC. I'm already near capped out on experience in Chapter 5 with half Durlag's Tower left to play. I'm doing it with a three person party which explains why I'm hitting the cap early. But, I'm setting up this party to play through SoD, BG2, and ToB. So, I wanted to eliminate the experience cap because it feels more realistic in terms of role playing games (been a AD&D player since the 80s). I heard that Tweaks Anthology allows for this. However, I downloaded the mod (cdtweaks-v18.exe), but it when I start the exe file, it starts the process (the wheel starts turning) for a second, then stops. I've tried this a few times. What is the issue? Am I installing it wrong? BTW, I made copies the save and game files to a USB drive first in case the process fails.

Edit: Upon further research, I went ahead and just installed DLCMerger (I think, I ran the exe file within the game system files, and it said was successfully installed, but there might be another merging step I missed), and ran the cdtweaks-v18.exe within the game files, and it still doesn't start. It try for a second, then stops.

Also, I'm intrigued by a few cosmetic changes and a couple other thigs contained in the mod. But not sure which are safe to install mid game. I read some of them may crash the game, but the experience caps eliminations were safe. Which portions are safe, and which are not?

Third, do I need to install the mod for Baldur's Gate 2 and the DLCs, even though the DLCs are part of the main title, i.e., on the same title page as BB1EE for SoD, and BG2 with Throne of Bhaal?

I should have installed this before I started, but didn't know I hit the cap so early.
