Experiencing terrible lag when using the toolset

So this is a really strange issue I'm seeing. It doesn't happen all the time, but it does only happen when I'm trying to work on my campaign in the toolset. I've opened resmon while this is happening and none of my resources are running outside of what would be expected. So we're talking like 40% RAM, minimal CPU if any, 0% from the drive, and yet I can barely move the camera or open menus it's running so slowly. I'm wondering if anyone else has ever seen this or knows how I can fix it, it's very frustrating. I've been restarting my rig to see if that fixes it, and at first it seemed like it did. But like I said it doesn't do it all the time and now I've started seeing it continue to do it after a reset, so I don't think that's helping.
