[Bug] Bard Stronghold - Meck Won't Talk

It's late in the game, and I'm clearing out quests before moving on to chapter 7. I've got the lanthorn, and just need to finish up Watcher's Keep and the bard stronghold before moving on. The last thing I did with the play was sort out the musician, and I've been clearing out the keep while I wait for the next one.
Sadly, whenever I go to the bridge district, Meck just stares at me and scratches his bum. Doesn't say a word. Just stares. Going by the walkthrough for this point in the quest, Higgold won't say anything new until Meck does. So I'm stuck.
My only mod is a portrait pack. I have seen exactly one person have this issue, it was 19 years ago, and they got no response. Fingers crossed things go better this time.
