Request for Information Re Stat Usage

Hey everyone,

This is something which has been bugging me for a while. Some people have suggested that in certain situations party members will use the leaders stat (particularly charisma). I've heard this said in the context of automatic dialogue and using shops.

Can someone confirm what the official position is on this? What is actually intended?
