    Yep. There's actually a suggestion over in Feature Requests to do something about it.

    Don't even waste it on detect traps... he gets what, 10 points per level? Pump everything into hide in shadows and use him strategically! I'm on team Rasaad! Boo Dorn!

    IDK, but if I hear one squeak out of that little rodent I'm going to release him back into space without a space suit. And Minsc got a swift kick to the head via Rasaad this playthrough.

    He is a monk not a thief. The trap detection ability was most likely a very early implementation of the evasion mechanic from D&D 3.0. Monks are meant to able to avoid traps / pass through safely, but not disarm or make them safe to pass for party members. In 2.0, its likely that the closest thing they could do to implement this idea was to allow monks to detect traps.
