Neera and magic missile

At level 2 neera launch 2 magic missile per time. Is not to supposed to start do it at level 3 ? Or is something special of the wild mage ?

    Everytime a wild mage casts a spell, the spell level is changed either to lesser or greater power. It is written in the wild mage description.
    Power fluctuation.
