Totemic Druid - summon

I cant remember but is there a level requirement to effectively use your "summon spirit animal" i used it in-doors out-doors nothing happens try resting and casting nothing... is this just broken? or am i missing some information

dont know what changed but reloaded and it worked fine this time... just ignore this...

    I believe it's instead of shapeshifting - hence it should appear on your special ability bar at level 7, as with shapeshifting.
