Don't remove active quests that aren't chapter tied.

It sure would be nice if quests such as companion quests (Minsc etc..) and sidequests (the mad cleric, the stolen emeralds etc..) wouldn't be purged from ones journal simply because of a chapter shift (such as the one in the Bandit Camp)

You pretty much have to keep a personal journal to remember all of these small sidequests - or use a walkthrough. Not really "new player" friendly.
