It's just in a different location, and formatted differently, but here: http://forum.baldursgate.com/discussion/8317/how-to-customize-your-game/p1

And you can use Shadowkeeper to edit your savegames to change the weapon proficiency point(s) among other things: http://forum.baldursgate.com/discussion/9293/have-we-gotten-shadowkeeper-working

Edit: Here's the program for it, too: www.mud-master.com/shadowkeeper/ShadowKeeper.zip

    You have to do:

    1. http://www.mud-master.com/shadowkeeper/ShadowKeeper.zip
    2. open Shadowkeeper -> settings-> Installation Directory -> manually point to the BGEE\Data\766 path (e.g. d:\Games\Baldur's Gate Enhanced Edition\Data\00766\) - ignore that it is not SoA and click 'YES'
    3. CLose ShadowKeeper
    4. Explorer -> copy over your savegames from c:\Users\****\Documents\Baldur's Gate - Enhanced Edition\save to X:\******\Baldur's Gate Enhanced Edition\Data\00766\save
    5. open shadowkeeper/savegame..edit your profiency
    6. save and copy over the newly created save back to c:\Users\****\Documents\Baldur's Gate - Enhanced Edition\save

edit: you were slightly faster, but he wouldn't have to read thru a bunch of postings....

    4. Explorer -> copy over your savegames from "c:\Users\****\Documents\Baldur's Gate - Enhanced Edition\save"

They are in the user/document folder...that's why you have to copy them first, else shadowkeeper won't find them. And back to the document folder once edited....
