[Non-Issue] Haste/Oil of Speed halve listed attack rate

ApR boosts are traditionally screwed up in IE games, but BG:EE really manages to outshine its predecessors in this respect ;) Both Haste and Oil of Speed effectively halve your listed ApR rate after the application. E. g.: a Bard that dual-wields 2 scimitars (2 attacks/round) and casts Haste/uses Oil of Speed (3 attacks/round) will have a de facto attack rate of 3/2.

However, both Offensive Spin (Blade) and Boon of Lathander (Priest of Lathander) abilities work as described and actually increase the attack rate by one.

    Turns out it's a non-issue. It's probably just an elegant workaround for a 5 ApR hard cap imposed by IE: BG:EE just sets a combat round duration to 3 seconds during Haste/Oil of Speed effect. So, if you have 3 ApR while hasted and are fighting a werewolf (2 ApR), the combat sequence will look like this: you attack 2 times - werewolf attacks 1 time - round end - you attack 1 time - werewolf attacks 1 time - round ends.

    I did some tests with the Haste Oil & Spell. Both halve the duration of the personal round. So, this must be taken into account when calculating. I ran tests with one or two weapons and each time the correct number of attacks was made.
    The problem however is rather that if you have a base attack with 1/2, Haste only gives you +1/2 attack and not +1 as stated.

    Well, anyway, I'd rather have this minor issue, than that 5 ApR hard cap we all remember so well. I think splitting the round is a very good solution.
