Test module(F9) in Steam toolset minimizes toolset?

When I try to use F9 to quickly load into an area to check lightning and so forth of an area as I used to be able to do I simply get the toolset minimized. Is this a bug with steam or is there a work around to quickly load into a specific area for testing and visual inspection?

Without this feature checking lighting and other details which can only be assessed in game is an extremely laborious process =/

    Hello! Sorry for the late reply (due to my vacation). Can you try to run the Toolset without launching Steam to see if it changes anything?
